The Rajasthan Secondary Education Department has expanded its operational directives for state-run schools, including specific Rajasthan school entry restrictions highlighted in the recent CJP audit and the School Thik Karo campaign. It has established strict visitor management rules and legal liabilities following the Cockroach Janta Party’s (CJP) nationwide call to audit public school infrastructure. Under the newly issued circular, even authorized visitors must remain escorted by the principal, a designated teacher, or a staff official while navigating school grounds. This rule applies everywhere on campus. Specifically, this includes supervision in classrooms, laboratories, libraries, playgrounds, hostels, and restrooms.
In Loco Parentis Protocol and Legal Penalties
Citing the legal principle of in loco parentis (acting in place of a parent) alongside guidelines from the National Commission for Protection of Child Rights (NCPCR), state officials emphasized the purpose of the measures. Specifically, the measures prioritize student privacy, physical security, and emotional well-being.
School heads have been empowered to immediately deny entry to any individual deemed a threat to academic discipline.
For unauthorized entrants who refuse to vacate the premises, or individuals engaging in unapproved media streaming, principals are mandated to file immediate reports with local police stations. In addition, District Education Officers must also be notified.
The circular warns that violators face prosecution under the Bharatiya Nyaya Sanhita (BNS), 2023. Moreover, prosecution may also proceed under the Information Technology Act, the POCSO Act, and the Juvenile Justice Act.
Opposition Critique vs. Administrative Mandate
The timing of the order has triggered political friction across the state. Opposition leaders, including Rajasthan Pradesh Congress Committee President Govind Singh Dotasra, criticized the guidelines. They asserted that the state administration is attempting to conceal structural deficiencies and systemic neglect within public educational facilities.
However, education authorities maintained that supervisory officers will enforce strict compliance across all districts. This is to ensure zero compromise on child safety and data security.
