Former Delhi water minister and senior Aam Aadmi Party (AAP) leader Satyendar Jain has alleged that his arrest by the Anti-Corruption Branch (ACB) is a politically motivated move. He says it is tied directly to the upcoming Punjab Assembly elections.
The enforcement agency arrested Jain alongside five other individuals, and the former Delhi Jal Board (DJB) chief executive officer Udit Prakash Rai also arrested. This was in connection with an investigation into alleged tender manipulation and financial irregularities in sewage treatment plant (STP) projects.
Details of the Delhi Jal Board Tender Probe
The investigation stems from an FIR registered by the Anti-Corruption Branch on May 11, 2024. This followed a formal complaint by the Delhi government’s Directorate of Vigilance.
The case centers on the award of tenders for upgrading and augmenting sewage treatment plants across Delhi. This includes major facilities at Pappankalan, Nilothi, Najafgarh, and Kondli.
According to the agency, officials allegedly incorporated restrictive technical conditions into tender documents without conducting mandatory pilot studies. As a result, this deliberately favored a private technology firm and caused significant losses to the public exchequer.
Money Trail Allegations and Co-Accused Arrests
Investigators have widened the scope of the probe to examine financial transactions and communications between government officials and private contractors.
The ACB identified the other arrested individuals as former DJB consultant Ankit Srivastava. Other arrestees include private firm proprietors Nagendra Yadav, Raja Kumar Kurra, and Pankaj Verma.
Probe officials allege that bribe and commission payments were routed through intermediary entities.
Notably, approximately ₹1.52 crore was channeled into accounts linked to the former CEO and his relatives to acquire immovable property.
Jain Points to Punjab Campaign Role
While being taken to Delhi’s Rouse Avenue Court, Jain explicitly linked the timing of the enforcement action to his active political role as AAP’s co-in-charge for Punjab.
The party appointed Jain as co-in-charge alongside Manish Sisodia in March 2025 to steer the party’s statewide election preparations.
Jain argued that whenever elections approach in key states where AAP holds a strong presence, federal and local investigative agencies initiate coercive legal actions. In fact, he says these actions disrupt the party’s campaign machinery and distract voters.
AAP Slams Political Vendetta as BJP Cites Evidence
The AAP leadership mounted a fierce defense of Jain. Party convener Arvind Kejriwal and senior parliamentarians accused the Bharatiya Janata Party of weaponizing investigative bodies ahead of crucial state polls.
In response, the BJP dismissed the political conspiracy narrative. The party asserted that the ACB acted strictly on documentary proof, electronic chats, and an established banking trail.
Meanwhile, the probe agency has approached the court seeking judicial custody of the accused to continue scrutinizing financial records.
