The Punjab paper leak row has become the latest flashpoint between the Aam Aadmi Party (AAP) government and the Opposition, with Congress, the BJP and the Shiromani Akali Dal demanding the resignation of Education Minister Harjot Singh Bains.
The demand gained momentum after Union Education Minister Dharmendra Pradhan resigned following the controversy over the NEET examination. Opposition leaders in Punjab have questioned why the same standard of accountability should not apply to the Bhagwant Mann government.
The row has also put the spotlight on remarks made by senior AAP leader Manish Sisodia during a recent protest over the NEET issue.
What did Manish Sisodia say?
Addressing protesters at Delhi’s Jantar Mantar, Sisodia said that if a paper leak took place in Punjab, the AAP government would remove its education minister immediately. He also claimed that no examination paper had leaked in Punjab since the party came to power.
His statement has since been cited repeatedly by Opposition parties, which argue that Punjab has witnessed several examination-related controversies over the past few years.
Why is the Opposition attacking the Punjab government?
Congress leaders have pointed to the cancellation of the Class 12 English board examination in 2023 after an alleged paper leak. They have also referred to the Punjab State Teachers Eligibility Test (PSTET) Paper II, which had to be conducted again after irregularities were reported.
More recently, the pharmacy officers’ recruitment examination has triggered another political storm. Punjab Police arrested several people for allegedly helping candidates cheat using electronic devices, including hidden cameras and wireless communication equipment.
The Opposition argues that repeated controversies surrounding recruitment and board examinations raise serious questions about the state’s examination system and has demanded that Harjot Singh Bains take responsibility.
What has the AAP government said?
The Punjab government has rejected the Opposition’s claims, insisting that the latest case was not a paper leak.
Harjot Singh Bains has said the pharmacy recruitment examination was conducted by the Health Department and that police acted quickly after receiving information about an alleged cheating racket. According to him, the question paper was never leaked before the examination.
Chief Minister Bhagwant Mann has also defended his government’s record, saying there has not been a single paper leak during AAP’s tenure in Punjab. He accused the Opposition of trying to equate an attempted cheating case with a paper leak for political reasons.
Manish Sisodia has echoed that argument, saying the BJP and Congress are deliberately blurring the distinction between the two.
Paper leak or cheating?
At the heart of the controversy is a disagreement over what happened during the pharmacy recruitment examination.
The Opposition says any compromise of an examination should invite accountability from the government.
AAP, however, maintains that there is a clear difference between a paper leak, where question papers are circulated before an examination, and candidates attempting to cheat after the examination has begun. It says the recent case falls into the second category.
Political stakes
Education has been one of AAP’s flagship governance issues in both Delhi and Punjab. That is why the controversy has become politically significant.
With Punjab expected to head to Assembly elections next year, the Opposition is trying to make examination irregularities a larger issue of governance and accountability. The AAP government, meanwhile, continues to insist that there has been no paper leak under its watch.
For now, the debate remains political, while investigations into the recent examination case continue.
