Union Minister and Guna-Shivpuri Member of Parliament Jyotiraditya Scindia lost his temper during an administrative review meeting in Madhya Pradesh. Confronting municipal engineers and local officials, the minister expressed “great sorrow” over persistent delays and alleged corruption in a crucial civic scheme.
The public reprimand targeted the stalled Rs 113-crore Shivpuri sewerage project. Scindia ordered an immediate multi-agency investigation after discovering that government agencies had wasted taxpayer money for over a decade, according to an investigative report by The Indian Express.
An Ambitious Plan to Protect Shivpuri’s Lakes
Authorities originally approved the large-scale sanitation project in 2013 under the National Lake Conservation Project. The blueprint aimed to lay modern underground sewage pipelines across Shivpuri town.
Furthermore, the system was designed to intercept raw domestic waste before it polluted the town’s interconnected water bodies. Specifically, the network was intended to safeguard Jadhav Sagar and Sakhya Sagar, two major ecological landmarks in the region.
However, flawed engineering, administrative lethargy, and contractor negligence derailed the project. As a result, untreated sewage continued to flow directly into the natural lakes, creating severe environmental degradation and public health hazards.
Treatment Facility Sits Idle for Over Five Years
The primary trigger for Scindia’s outrage was the shocking state of the ground infrastructure. Construction teams completed the central sewage treatment plant (STP) years ago, yet the facility has remained completely unused since 2019.
The plant stands non-operational because civic agencies never linked residential households to the underground trunk lines. Meanwhile, local citizens endured dug-up roads, waterlogged streets, and foul odors for over ten years.
During the review session, Scindia reprimanded engineers for presenting fabricated progress reports while residents continued to deal with unlivable urban conditions.
High Court Steps In Over Waste of Public Money
The controversy gathered national attention after the Gwalior Bench of the Madhya Pradesh High Court intervened in the matter. Hearing a public interest petition, the judges questioned recurring budget revisions and unchecked cost escalations.
The bench described the incomplete venture as a reckless waste of public funds. In addition, the court instructed senior state administrators to identify the specific engineers, bureaucrats, and contractors responsible for the mess.
Consequently, judicial scrutiny forced regional authorities to explain how crores of rupees were disbursed without delivering tangible civic benefits.
Scindia Orders Financial and Technical Audits
Confronted with public outrage and court reprimands, Scindia insisted on immediate accountability and institutional reform.
The Union Minister directed district collectors and urban development officers to conduct a forensic financial audit of all tenders. Furthermore, he ordered the government to blacklist errant construction agencies and initiate departmental proceedings against guilty officials.
Ultimately, Scindia reassured Shivpuri’s residents that the administration will finish the long-overdue drainage network and protect the city’s historic lakes from further destruction.
