The Jammu and Kashmir Legislative Assembly on Monday passed a formal resolution seeking the immediate restoration of full statehood to the Union Territory. The passage marked a significant political moment for the newly constituted house, but it unfolded amid intense opposition and high-decibel protests.
The resolution, moved by Chief Minister Omar Abdullah, urges the central government to initiate the process of restoring full constitutional status to Jammu and Kashmir without delay, according to a report by The Indian Express.
Omar Abdullah Reaffirms Democratic Mandate
Tabling the motion, Chief Minister Omar Abdullah emphasized that statehood is the collective aspiration of the people across Jammu and Kashmir. He reminded the House that the Union government had previously committed to restoring statehood on the floor of Parliament.
Abdullah stated that the elected Assembly represents the democratic will of the region. He noted that governance as a Union Territory limits the powers of elected representatives to address public grievances effectively.
He reiterated that an elected government cannot function fully without complete legislative, administrative, and financial powers.
Fierce Protests and Sloganeering by the BJP
The tabling and eventual voice-vote passage of the resolution triggered immediate pushback from opposition Bharatiya Janata Party (BJP) legislators. Members entered the well of the House, raising slogans against the motion and questioning its procedural validity.
Leader of Opposition Sunil Sharma and senior BJP MLA R.S. Pathania led the charge from the opposition benches. They argued that the ruling party was attempting to revive settled constitutional debates regarding the pre-August 2019 framework, as reported by The Hindu.
Opposition members maintained that while the Centre has already assured statehood at an appropriate juncture, legislative maneuvers should not bypass established rules of procedure.
Legislative Adoption Amid the Ruckus
Despite repeated interruptions and calls to halt the proceedings, the Speaker moved forward with the agenda. The resolution was put to a voice vote and adopted by a majority of the members present in the chamber.
Independent legislators and treasury bench members voiced strong support for the motion during the vote. News coverage by Greater Kashmir highlighted that regional parties view the document as an essential step toward reaffirming the institutional dignity of Jammu and Kashmir’s legislature.
Several members emphasized that restoring statehood will also help bridge administrative gaps between the bureaucracy and ordinary citizens.
Implications for Centre-State Engagement
The adoption of the resolution officially places statehood at the center of the legislative agenda in Jammu and Kashmir. It sets the stage for formal representations from the newly elected Union Territory administration to New Delhi.
With the resolution passed, the state government plans to submit a formal copy of the document to the Ministry of Home Affairs and the Prime Minister’s Office. Political observers expect the issue to remain a prominent point of political debate between Srinagar and the Centre in the coming months.
