The Election Commission of India has announced October 16 as the polling date for elections to 10 Rajya Sabha seats from Uttar Pradesh.

The elections will form part of a larger exercise covering 12 Rajya Sabha seats across Uttar Pradesh, Uttarakhand and West Bengal.

The Uttar Pradesh elections will fill seats whose members’ terms are due to end on November 25. Eight of the 10 seats are currently held by the Bharatiya Janata Party, while the Samajwadi Party and Bahujan Samaj Party hold one seat each.

The election schedule comes ahead of the formal nomination process. The notification will be issued on September 29, with October 6 set as the last date for filing nominations.

Candidates’ nominations will be scrutinised on October 7, while October 9 is the deadline for withdrawal. Polling and counting will take place on October 16.

10 Rajya Sabha Seats Falling Vacant in UP

The Uttar Pradesh seats whose terms are ending include those held by BJP leaders Arun Singh, Geeta Shakya, Neeraj Shekhar, Brij Lal, B L Verma, Seema Dwivedi and Union Minister Hardeep Singh Puri.

The list also includes Samajwadi Party leader Ram Gopal Yadav and BSP leader Ramji Lal Gautam.

A tenth seat had been held by former Uttar Pradesh Deputy Chief Minister Dinesh Sharma.

His Rajya Sabha seat became vacant after his resignation took effect on September 11 following his appointment as Lieutenant Governor of the Andaman and Nicobar Islands.

The vacancies will therefore involve both the scheduled retirement of sitting members and the already vacant seat.

How the Rajya Sabha Election Will Be Held

Rajya Sabha elections are not conducted through direct voting by the public.

Members of the respective state Legislative Assembly form the electoral college for the election.

The members vote through proportional representation using the single transferable vote system.

Uttar Pradesh has 403 seats in its Legislative Assembly and 31 Rajya Sabha seats.

The state’s large Assembly makes its Rajya Sabha elections particularly significant for the composition of the Upper House.

The Election Commission’s current records list Uttar Pradesh as having 31 Rajya Sabha seats.

Under the voting system, Assembly members mark preferences among candidates rather than simply casting a conventional one-candidate vote.

The Election Commission has set out a detailed timetable for the Rajya Sabha elections.

Polling is scheduled from 9 am to 4 pm, followed by counting from 5 pm on the same day.

UP Polls Part of Larger Rajya Sabha Exercise

The Uttar Pradesh election is one part of a wider Rajya Sabha exercise scheduled for October 16.

The Election Commission has also scheduled a biennial election for one Rajya Sabha seat from Uttarakhand.

In addition, a by-election will be held for a vacant Rajya Sabha seat from West Bengal.

That seat became vacant following the resignation of Trinamool Congress MP Rukmini Mallik.

In total, the October 16 exercise will cover 12 Rajya Sabha seats across the three states.

The Uttarakhand seat is currently held by BJP member Naresh Bansal, whose term is also due to end on November 25.

Political Parties Prepare for Nominations

The announcement gives political parties a defined timetable to finalise their candidates and begin the nomination process.

In Uttar Pradesh, the distribution of the 10 seats among the BJP, SP and BSP reflects the current composition of the state’s Rajya Sabha representation among the seats going to polls.

However, the final composition of the next group of members will depend on the candidates nominated by the parties and the votes they receive from Assembly members.

The Election Commission has not announced any winners or made any assessment of the likely outcome.

The contest will also be watched because Rajya Sabha elections can affect the numerical strength of political parties in Parliament’s Upper House.

Unlike Lok Sabha elections, however, the October 16 vote in Uttar Pradesh will be decided by elected legislators rather than by direct voting among the state’s electorate.

Election Commission Issues Voting Instructions

The Election Commission has also issued instructions concerning the voting process.

For the Rajya Sabha elections, elected members will use the prescribed ballot procedure to indicate their preferences.

The Commission has directed that only the specified violet-colour sketch pen supplied by the Returning Officer be used for marking preferences.

The poll panel has also directed that observers be appointed to monitor the electoral process.

With nominations opening on September 29, political parties now have less than two weeks to finalise candidates before the October 6 deadline.

The Uttar Pradesh results will be declared on October 16 after polling concludes.

The wider election exercise will also determine the new members for the scheduled Rajya Sabha vacancies in Uttarakhand and the vacant West Bengal seat.
