Taking serious note of the ongoing legal friction and student demonstrations led by the Cockroach Janta Party (CJP) over the NEET-UG examination paper leak. The Supreme Court of India announced its intention to constitute a high-powered independent committee. This proposed panel will be headed by a retired Supreme Court judge. A bench led by Chief Justice of India Surya Kant, alongside Justices Joymalya Bagchi and V. Mohana, noted that conflicting claims regarding the July 20 student march require a neutral body to establish the facts.
The top court expressed deep concern over contradictory reports submitted by law enforcement agencies and student representatives. These reports focused on police handling, lathi charges, and public order disruptions during the agitation.
The judges emphasized that combining a retired judicial authority with experienced investigative officers will ensure absolute transparency. The panel will scrutinize allegations of excessive police force while also reviewing complaints of online harassment and violence.

The youth-led movement emerged following oral observations made by Chief Justice Surya Kant in May 2026. In those, a metaphor involving fake advocates was turned into a popular online viral movement.
What began as a satirical student campaign quickly morphed into a major political and civil pressure group. This group became known as the Cockroach Janta Party (CJP).
The group mobilized thousands of youth and NEET aspirants across the country to protest against examination paper leaks. However, tensions escalated dramatically on July 20. CJP-led student demonstrations near Parliament in Delhi faced heavy police pushback, tear gas, and widespread detentions.
Key Terms and Operational Framework for the Committee
The Supreme Court outlined a strict operational structure for the upcoming panel to guarantee swift fact-finding and accountability. The high-powered committee will comprise a former Supreme Court judge, a retired High Court Chief Justice, and an ex-CBI chief/retired DGP.
The court ordered all video recordings, CCTV footage, and police logs from the July 20 protest to be submitted directly to the panel for independent scrutiny.
Furthermore, the Supreme Court indicated it may exercise its extraordinary powers under Article 142 to quash FIRs filed against non-criminal student protesters. This is intended to protect students’ academic futures.
Reactions From Legal Counsel and Government Officials
Counsel representing the student petitioners welcomed the court’s decision to appoint an external, non-partisan panel to look into allegations of police brutality and online harassment. Moreover, they asserted that peaceful student agitators exercising their constitutional rights were unlawfully targeted.
Solicitor General Tushar Mehta, appearing for the Centre, agreed that genuine student protesters should not face prosecution. However, he highlighted that over 2,800 individuals with serious criminal backgrounds had infiltrated the CJP march.
The apex court is set to release the formalized terms of reference and panel member names following final submissions from both sides.
